UP Cabinet’s decision- An opportunity for transfer in just three years

Lucknow| The Yogi government of Uttar Pradesh has given great relief to the teachers working in the aided degree colleges of the state. An important decision was taken in the Council of Ministers meeting, in which teachers will now be able to get the right to transfer after only three years of service instead of the minimum service of five years. This decision will be of special benefit to the women teachers serving in various districts of the state away from home, because they will be able to get the opportunity to come back to their families in less time than before.
According to the ‘New Higher Service Rules-2024′, teachers working in aided degree colleges of the state, who are appointed on regular basis and permanently posted, will now be able to request their transfer after only three years of service. Before that the limit was 5 years. There is also a provision under the new rules that teachers will be entitled to transfer only once during their entire service period. The intention of the Yogi government behind this decision is that it will have a positive impact on the teacher community. Women teachers and other teachers who are facing difficulties due to being away from home will get a lot of relief from this rule.
This step of Yogi government is being seen as a concrete effort towards maintaining balance and stability in the education system. The Yogi government has recently enacted the Uttar Pradesh Education Services Selection Commission Act – 2023, which was promulgated on 23 August 2023. The Uttar Pradesh Higher Education Service Commission Act-1980 has been repealed under this Act, thereby automatically abolishing the transfer rules issued under the 1980 Act. Subsequently, the rules issued in 2005 have also been repealed, which created the need to create new rules.
Under Section-31 (1) of the Act-2023, a new system of selection in the education service has been implemented, which will further facilitate the process of transfer to the teacher community. Under this new system, teachers will be able to apply for transfer only with the approval of the management of their college and the university, which will have to be submitted to the Director, Higher Education. Under this new rule, teachers will have to follow the formal application process for single or mutual transfer from one college to another. The application form will be submitted through the management of the concerned college, which will be approved by the university.
Only after the consent of the management, the application can be sent to the Director, Higher Education. This will bring transparency and clarity to the transfer process, while also avoiding unnecessary delays. Experts believe that this decision will be helpful in increasing the professional satisfaction of teachers. Also, this step also serves the objective of women empowerment in the education sector, as it will benefit those women teachers who are forced to serve away from their families.
This decision of Yogi government is being considered a big step towards balance and improvement in the educational structure of the state. The government has recently taken many initiatives to improve the education sector. With this new rule, the government aims to ensure that teachers of aided colleges experience stability and satisfaction in their services. Through this, the Yogi government has tried to create a balance by giving teachers the option of transfer to the areas nearest to their homes. Experts believe that this initiative will increase stability in the educational institutions of the state and will also improve student-teacher relations.
Higher Education Minister Yogendra Upadhyay said that after the implementation of this rule, teachers will get an opportunity to return to their home district, which will bring more dedication and commitment in teaching work. This will not only increase the level of satisfaction at the teachers’ workplace, but will also benefit the students, because teachers will be able to perform their duties more easily and satisfied. This change made in the transfer rules of degree college teachers aided by the Yogi government will have a positive impact on the education sector of the state. Teachers will get an opportunity to work close to their families, which will increase their satisfaction and enthusiasm at the workplace. This initiative will not only give satisfaction to the teacher community but will also improve the quality in the educational institutions of the state.
